The '~' gets rendered as a whitespace. Instead of fixing that, reword the
sentence in a simpler way which also removes the '~'.

Fix two issues with the Makefile:

 * lttng-gen-tp needs CC in the environment
 * the default target should be the final program, thus move it before the
   other rule
