ct-ng lab updates for Ubuntu 18.04
- A more recent version of crosstool-ng is needed, otherwise
you end up trying to build gcc 6.3 with gcc 7.3, which is stricter
and then fails.
- You need to use ./bootstrap instead of autoreconf
- "make install" doesn't work anymore with "--enable-local" in configure
but is not needed anyway.
